Shawn Bailey

Senior Transportation Planner

Shawn Bailey joined OCPC in 2013 as a Temporary Transportation Technician just ten days after graduating college. He started out by assisting with report writing, updating OCPC’s data collection manual, and creating ArcGIS shapefiles for every intersection, traffic signal, and stop sign for all OCPC communities. Shawn also conducted data collection with Turning Movement Counts, Automatic Traffic Recorders, and Pavement Management Systems.

In 2015, Shawn was promoted to a Transportation Planner and kicked off leading the Congestion Management Process (CMP), which involves analyzing all transportation projects and devising proposals to alleviate any and all congestion. It also entails visiting MBTA Commuter Rail stations and MassDOT Park & Ride lots twice a year for utilization counts. Shawn is the liaison with the Brockton Area Transit Authority (BAT), conducting necessary report writing such as Title VI and Limited English Proficiency (LEP) plans. He is also responsible for the Title VI and LEP reporting for OCPC. In 2021, Shawn acquired his Part 107 license to fly drones for the OCPC Drone Program. He also conducts non-transportation related work, such as administering the Community Septic Management Program for five towns and writing grant applications and reports for the Comprehensive Planning & Sustainability Department with the Green Communities program.

Shawn graduated from Westfield State University in 2013 with a Bachelor’s in Regional Planning and from Boston University in 2016 with a Master’s in City Planning. Additionally, he is a member of the American Planning Association.
