Massachusetts Environmental Policy Act (MEPA)

The Massachusetts Environmental Policy Act (MEPA) is a state statute that requires state agencies to “use all practicable means and measures to minimize damage to the environment” (MEPA Regulations). MEPA applies to projects conducted by state agencies that meet certain review thresholds: types of project or conditions of the project that are likely to have direct or indirect effects on the environment. A project proponent must submit an Environmental Notification Form (ENF), which is made available for a 30-day review period in the Environmental Monitor.
