SENIOR GRANTS DEVELOPMENT SPECIALIST

A lifelong Brocktonian, Paul has spent the last seven years working for the City, serving in dual capacities as Grants Coordinator and Financial Analyst. In the search for talented young professionals in Brockton to help run its local government, the late Mayor Bill Carpenter tapped Paul, a recent MPA graduate of Bridgewater State University, to chase grant funding and fiscal opportunities to aid in Brockton’s progress and help it thrive. During his tenure with Mayor Carpenter’s Office, he worked on several grant initiatives, including the Lead Based Hazard Control program that has provided nearly $8 million in funding to assist low-income owners with lead abatement and $12.3 million dollars in new discretionary funding. After the sudden passing of Mayor Carpenter in 2019, Paul transitioned to the Finance Department where he has worked on the City’s Government Finance Officers Association (GFOA) award winning budget and developed the reporting and reconciliation of projects and fund balances for the American Rescue Plan Act (ARPA).

Through Paul’s role as Grant Coordinator, Brockton successfully obtained $10 million in discretionary funding from the Bipartisan Infrastructure Law (BIL), including the most recent attainment of funding through the Department of Transportation under the RAISE, SMART, and Thriving Communities programs.
