Charles Kilmer, AICP

DEPUTY Director and Transportation Program Manager

Charles Kilmer joined the organization in 1996, and manages the Transportation Department and all aspects of the agency’s transportation planning. As Deputy Director Charles leads staff on multiple regional and community transportation planning projects and performs a wide range of functions including policy and data analysis, research, plan development, community outreach and technical assistance, and project and contract management. In addition, he develops the Unified Planning Work Program (UPWP) and Transportation Improvement Program (TIP).

Charles is responsible for ensuring the Council’s compliance with all procedures regarding transportation planning contracts and consistency with federal, state, and local agency regulations, and maintaining federal transportation planning certifications. In addition to his role at OCPC, he serves as the Vice- Chairman of the Transportation Manager’s Group.

Mr. Kilmer received a Bachelor’s Degree in Geography from Bridgewater State College and a Master’s Degree in Public Administration from Suffolk University. Additionally, he is a member of the American Planning Association (APA), the Institute of Transportation Engineers (ITE), the Massachusetts Association of Planning Directors (MAPD), and the Urban Land Institute (ULI).

Prior to joining OCPC, Mr. Kilmer was a Regional Planner with the Martha’s Vineyard Commission (MVC), where he prepared staff review and analysis of Developments of Regional Impacts, performed duties associated with the Joint Transportation Committee and the Special Task Force on Transportation, and conducted origin/ destination surveys and prepared associated analysis and reports.

Though currently residing in Massachusetts, Mr. Kilmer has lived in locations including Alabama, Florida, Connecticut, and Alaska. When asked about his interests, Mr. Kilmer noted traveling to the Hawaiian Islands and many Caribbean destinations, scuba diving and maintaining his Rescue Diver Certification from the Professional Association of Diving Instructors (PADI), sailing, and environmental sustainability.
