Plympton Housing Production Plan
The Town of Plympton is currently updating its 2017 Housing Production Plan. A Housing Production Plan is a strategic tool to help communities proactively understand and manage their housing needs, setting goals and guidelines for future development. We understand that growth can bring concerns, especially in a close-knit rural town like Plympton, where preserving the community’s character is crucial. This Housing Production Plan is designed with these values in mind, focusing on thoughtful, measured development to enhance the town and comply with state standards without overwhelming it.
This plan will set the direction for housing planning and policy in our community for the next five years. A Housing Production Plan helps communities identify housing goals, strategies and resources to meet the needs of residents while promoting affordability and economic growth.

An analysis of local demographic, housing stock, and housing affordability data reveals key characteristics and trends in Plympton that help explain housing need and demand. In order to understand how Plympton compares to other communities, Plympton’s data was compared to all of its neighboring communities as well as to Plymouth County and the Commonwealth of Massachusetts.
Although Plympton remains small in population size, we do see some growth since 2010 in both total population and household count. It is important that the housing available in town is directed to support these changes.
The majority of housing in Plympton looks similar: owner-occupied, single-family, detached structures. Housing growth is currently slightly below household and population growth.
Currently 22.8 percent of Plympton residents are cost burdened. While this is a relatively low proportion of residents as compared to nearby municipalities, housing costs are on the rise. Consideration should be given to developing strategies and funding mechanisms to assist those needing help as costs rise beyond their means.

An analysis of demographics, housing needs, projected demand, and zoning policy indicates the need for more affordable and deed-restricted housing in Plympton to meet the community’s affordable housing needs.
